Gets the local coordinate system of the rectangle: its centre and its two orthonormal axes.

Remarks
The counterpart of CoordinateSystem in the plane, and the way to read a
point in the rectangle's own coordinates: rectangle.CoordinateSystem.ToLocal(point) gives
it measured along the sides, with the centre at nought.
