Initializes an arc running counter-clockwise from one angle to another.

Parameters
centerGeoPoint2The centre of the circle the arc lies on.
radiusdoubleThe radius; it must be positive.
startAngledoubleThe angle the arc starts at, in radians.
endAngledoubleThe angle the arc ends at, in radians. Equal angles mean a whole turn.
